In August 2000, according to the Reform Plan of the Drug Supervision and Management System of the State Drug Administration, the municipal Party committee and municipality added an additional name of Ningbo Drug Administration on the foundation of the Ningbo Medicine Administration and transferred the Ningbo Pharmaceutical Testing Institution from the Sanitary Authority to Ningbo Medicine Administration. On September 16th, the municipality held a ceremony of naming. This was the first one in Zhejiang Province that combined the functions of pharmaceutical administration and pharmaceutical testing together and initially formed a centralized and unified drug supervision system.

    In October 2001, in accordance with the spirit of the Notify of Reconstruction Plan of the government organs in Ningbo and the Implementing Instruction of the Reform of Ningbo Drug Administration System, the municipality organized to establish the Ningbo Drug Administration, meanwhile rescinded the Ningbo Medicine Administration, set up the drug administration in six counties of the whole city expect the three districts of Haishu, Jiangdong, Jiangbei, and establish branches in Zhenhai and Beilun. The drug administrations under the Ningbo Drug Administration are all carried out the vertical management. At the same month, in order to strengthen the supervision over the drug quality and administrative law enforcement, Ningbo Drug Inspecting Department was set up in accordance with the spirit of the Reply on the Establishment of Ningbo Drug Inspecting Department; On November 28th, the municipality held a meeting of the reform of the drug administration system in Ningbo, disposed and implemented the work of reforming; In April 2002, with the issuing of the Notify on the function allocation, internal bodies and personnel of the Ningbo Drug Administration, the municipality pointed out that Ningbo Drug Administration is the department of the drug supervision directly under the municipality and it is responsible for the administrative and technical supervision over the development, manufacture, trade and usage of the drugs, pharmaceutic adjuvant, medical appliances, health material, the packing material and containers of drugs. There are 33 institutions and 7 subsidiaries (office, the political department, policy and regulation department, market supervision department, safety management department, medical appliance department, supervision department which is directly under control) in the Ningbo Drug Administration and two departments directly under it( the Ningbo Pharmaceutical Testing Institution and Ningbo Drug Inspecting Department). On April 26th, a meeting of establishing the county-level drug administrations in the whole city was held. By the end of June, the three branches in the districts of Yinzhou, Beilun, Zhenhai and the five county-level drug administrations (Yuyao, Cixi, Fenghua, Ninghai, and Xiangshan) all started to perform their functions. This indicated that the drug supervision system of carrying out vertical management in the county-level departments had been formed.
